Une enveloppe lourde, strat\u00e9gique et r\u00e9v\u00e9latrice des priorit\u00e9s budg\u00e9taires du gouvernement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette dotation repr\u00e9sente <strong>25 % du budget g\u00e9n\u00e9ral de l\u2019\u00c9tat<\/strong>, en hausse de <strong>11 %<\/strong> par rapport \u00e0 l\u2019exercice 2025, o\u00f9 les charges de personnel s\u2019\u00e9levaient \u00e0 <strong>5,42 milliards USD<\/strong> (12.097,4 milliards CDF). La masse salariale confirme ainsi sa place de premier poste de d\u00e9pense courante de l\u2019\u00c9tat.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Des engagements sociaux \u00e0 fort co\u00fbt<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Au-del\u00e0 des salaires existants, le budget 2026 int\u00e8gre plusieurs mesures \u00e0 fort impact financier :<br>\u2013 la <strong>m\u00e9canisation des agents non pay\u00e9s et des nouvelles unit\u00e9s<\/strong>,<br>\u2013 la <strong>poursuite de l\u2019application des grilles bar\u00e9miques<\/strong>,<br>\u2013 le <strong>r\u00e9ajustement des primes permanentes<\/strong>,<br>\u2013 ainsi que la mise en \u0153uvre progressive des <strong>accords conclus avec les syndicats<\/strong> de la fonction publique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ces engagements, longtemps diff\u00e9r\u00e9s, r\u00e9pondent \u00e0 une pression sociale persistante, dans un contexte marqu\u00e9 par l\u2019\u00e9rosion du pouvoir d\u2019achat, la mont\u00e9e des revendications sectorielles et les attentes accrues des agents de l\u2019\u00c9tat.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Stabilit\u00e9 sociale contre marges budg\u00e9taires<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Pour l\u2019ex\u00e9cutif, l\u2019augmentation de la masse salariale vise \u00e0 <strong>pr\u00e9server la stabilit\u00e9 sociale et administrative<\/strong>, tout en limitant les tensions susceptibles de paralyser les services publics.
